User quota question

Could the number of tables seen by the user e affected by the user quota on the tablespace that the tables belong to?

For instance I have a role ROLE1 that has SELECT priveleges on 1000 tables in TABLESPACE1. User can only see about 200 of the tables but after I grant the user unlimited quota on TABLESPACE1, user is able to see all the tables. How can that be?
