jDeveloper 11.1.1.5 issue - Error in writiing credentials to jdbj.ini - java.util.logging.LogManager

Hi All
We are using tools 9.1.2.1 and invoking the jDeveloper 11.1.1.5 through OMW.
Normally the jdeveloper writes the credential of JDE to the jdbj.ini in <PATHCODE>/ini/sbf/jdbj.ini. But suddenly this behaviour has changed and the following error messages has started appearing while invoking the jdeveloper.

Error in writing credentials to jdbj.ini - java.util.logging.LogManager | rootlogger unable to cast to com.jdedwards.base.logging.log4j.logger

Due to the above error BSSV development is on hold. Tried to blank out the user and password field in JDBJ-BOOTSTRAP SESSION section. But the eror doesn't go away.
