Budget control for Contract

Hi Gurus,
We have a requirement of purchasing  budget control for each contract, the contract is one of the segment in CoA. We have populated contract segment using PO account generator but have issue while converting the commitment in to actuals.

While receiving this PO in inventory system is not checking the charge account in PO distributions( which has contract segment)  but for receiving inventory charge account. due to this actuals are created for receiving inventory (which doesn't have a contract segment value) and actuals not created for PO.

Can anyone help?
