Lumpsum Modifier Vs New Price Modifier

Hello All

I am pretty new to Advanced pricing, and am looking for the difference in Lumpsum and New price modifier. I tried to search the metalink but did not find any note very conclusive.

Can anyone suggest or point me to where can i get this information?
