Value Rebuildable at Zero Cost

Hi,
What difference does it makes when i enable or disable Value rebuildables at Zero Cost.
because if i create rebuildables with enable "Inventory Asset Value" it will charge on WO. and if i disable "Inventory Asset Value" on rebuildable it will automatically value rebuildables at zero cost. irrespective of what i have selected on EAM Parameters.

Kindly explain its purpose.
