Are Jan CPU 2013 patches included in April CPU patches for E-business suite

Want to know if we can apply April CPU 2013 patches since we missed January CPU PATCHES FOR 2013.  Should we apply Jan CPU patches first?  Are these CPU patches cumulative?  Please advise...
