Cannot upload further attachments

Hi - I amusing IE 9, not a recent change, and I am having issues uploading to Metalink.  Is there a limit to documents that can be attached?  There are currently 25 attachments.  The latest one I wish to upload is quite a small file and has a unique name so it should not be limited to sizing requirements, less 1 MB.  Just the output of a script.  I have made website trusted site and I have enabled “Include local directory path when
uploading files to the server” to Enable.  Still can not upload.  Also, when on metalink my cursor flashes.  I have tried upoloading using Chrome and Firefox and still same result.
