Problem trying to enter System 00 Install Key

We have JDEW A9.3 newly installed under IBM i 7.1.  This is a fresh install, there are no previous JDEW versions on the system.

Trying to enter the System 00 Install Key as per the instructions that come with it. 

I go into menu G90, option 5, use F2 to get the command line window J98CMDL, where I am supposed to CALL J99LSF#.  But that call does nothing, no entry panel appears.

Help would be appreciated!  But please go easy, I have near-zero JDE concept or operational knowledge - I'm a developer for a product that has an interface to it.
