Publish FSG reports with content sets prints separate worksheet of inactive values

When we publish FSG reports with content sets, using the template FSG: Basic Excel Template of FSGXML: Basic Excel Drilldown template , worksheet are generated for each inactive segment values.

Can somebody tell me how we can correct that?

Could we modifiy the template so that inactive segment values do not get generated.
