Baseline Funding button on Funding Inquiry - not available if navigating from the Agreement Screen

My client does not enter a Revenue Budget so we are using the Baseline Funding function available on the Funding Inquiry screen to create the revenue budget and baseline it.  For some reason, in R12.1.3, if I navigate to the screen from the button on the Agreement screen, the Baseline Funding button is not available.  If I navigate there by going back to the menu, it is available and works fine.

Anyone else faced with this problem and put a fix in place?

Appreciate suggestions.  My client wants to customize the screen so it works.
