Windows Xp or windows2003 server

Could you pleasse, how I generate the library :

I have made this steps:

This command generete a file fuente.c

proc parse=none mode=oracle userid=usuario/usuario@DB  iname=FUENTE.pc sqlcheck=semantics

But i don't know, how can I to compile this file for to generate the object.
