Can NLS patches for R12.1.1 be applied after upgrading to R12.1.3?

Hi,
Apps 12.1.3

We have upgraded our E-BIZ from R12.0.6 to R12.1.1 and then to  R12.1.3 without applying NLS patches.
Now we are on R12.1.3. We want to apply NLS patches for R12.1.1 and then for R12.1.3. Can we do that since we are on E-BIZ 12.1.3 Version?
Can we apply NLS patches for R12.1.1?

Please advise.

Step 17: Apply AD 12.1.1 upgrade driver
Step 18: Run the American English upgrade patch driver
Step 19: Run the NLS upgrade patch driver

It was not done during upgarde (step 19)
Not sure if they have languages installed before or plan to add them now.
