Groups not showing up

I've created a couple of groups with my ID but only the first one shows up in Targets -> Groups. If I switch to the SA user, he only see 1 group displayed. But if you look at MGMT_TARGETS where IS_GROUP = 1, we have 10 different groups defined. We are using 12c R2. With BP1, the SA could see all of the groups created.
Any ideas what is going on?
