Restricting access to form FNDFFMSV in 11.5.8

Does anybody know if it is possible to restrict access to the Key Flexfield Values form (FNDFFMSV) to view/query only instead of create/update at responsibility level?  We currently only know how to prevent access to the form completely or allow full acces via menu options.
