Understanding the meaning of Ship function in OM line w/flow

Hi

The delivery for the wf shipped on 24 Feb (actual ship date).

The workflow shows that the ship activity began on 24 Feb and completed on 19 Apr.

Inventory interface and line closure then happened subsequently on 19 Apr.

But why does the wf activity not complete until 19 Apr?

 I was expecting it would stay at fulfil defer until 19 April when the remainder of order lines on the order shipped. I'm attaching a screenshot of wf.
