ORA-12154: TNS:could not resolve the connect identifier specified

We have a new 2008R2 64bit VM. I have installed BOTH 32bit & 54Bit clients. There are two homes. I have 2 sets of ODBC drivers they all find the correct TNSNames and  connect with no problem. We also have Lodestar (oracle Utilities ) and the DataManger also connects to database without problem, as does the EIP. We have a inhouse webstie and that too connects with no problem.. The problem comes when we try to run a .NET4 VS201 C# service that users the Oracle.DataAccess.dll. There is no error accessing the DLL, but then we get the TSN: could
