Error while Installing OEM Agent on Windows 2008 R2

I am trying to install the Oracle Enterprise Manager Agent 11.1.0.1 on a Windows 2008 R2 64-bit server.  I am using the silent mode installation by calling the setup.exe and passing a response file to it.  I am logged in a as a user in the Adminstrators group when I run the installation and I also open the command prompt with the "Run as Administrator" option.  Each time I invoke setup, I get the following error while it prepares to launch the Oracle Universal Installer:

error:  cannot create c:/Temp/<attempt_number>/OraInstall<dateand time>/oui/bin/platform/Autorun.inf

Searching for this error did not give me much information...just that it is a local access rights issue.  I was not sure what kind of access rights are required, apart from being an administrator. Any information about this would be greatly appreciated.
