P48013 - Updating work order status when sales order has changed

I am trying to have the work order change to status 20 (after cut off status) when the sales order has changed (next status 527) and the work order is past status 25.  Here is my set up on P48013 - And I don't get an error message when changing the configuration that the work order is past the cutoff status and changes are not allowed - unless I blank out #3 below. This doesn't follow document "Sales Order & Work Order Status Change Process [ID 651056.1]  
The only time I can get the status to change to 20 is when the sales order is future committed, it moves inside the commitment window and I run R42995 to recommit future orders.
