Internet Expenses Reporting and Analysis Responsibility

I've assigned this responsibility to a manager with a number of individuals below him.  The  manager has been in his position for a number of years and is starting to take more interest in Oracle's Internet Expenses.  

When he logs into Oracle and goes to this responsibility, he clicks on the Reports Search tab.  He uses the flashlight to find one of his employees who has worked for him for years and has submitted several expense reports to him for approval.  He fills in a wide date range to search (01-JAN-2011 - 01-JAN-2014) then presses the Go button.

An error message pops up saying "Invalid Name. Please enter a valid name or, use the Search icon to find and select an individual."
