How to make Assignment form read-only for certain responsibilities?

Hello,

I have a request to make the Assignment form, and everything that opens from it, read-only for certain responsibilities.  In case there is another Assignment form that this could be confused with, I am referring to the Assignment button on the Enter and Maintain People form.

From the work performed in the initial implementation, I have the following:

A customized Taskflow Definition, XX_CA_SHRMS_PERSON_TASKFLOW_BE, unique to the responsibility.  I am unsure what seeded Taskflow Definition this is built on.

A customized Function, BEN Combined Per & Asg Form WORKFLOW="XX_CA_SHRMS_PERSON_TASKFLOW_BE", unique to the responsibility.  I am unsure what seeded Function this is built on.
