How can we create PO level Allowances or Discount

Hi We are implementing Advance Pricing to use with Purchasing so that we can incorporate Line level and PO level Discounts and Deals / Allowances.

I was able to define sucessfully Line level discounts and deals etc for the PO but I am trying to find out how we can do the same for PO level discounts and allowances. Is it even possible?
