Implementing RSS in 9.0 Release

Our CNC is trying to setup RSS in our JDE environment - Applicaton Release E900 Tools Release 8.98.42.  He has setup Business Services, but is getting all kinds of errors.  Is there an ASU we have to take in order to use RSS in 9.0?  We are trying to set this up now before upgrading to 9.1 (tools release only)
