Service Procurement - OTL Project Restriction

Hi

Has anyone implemented Service Procurement for Contingent Worker ordering and had a requirement to allow all/multiple Projects to be available in OTL rather than restricted to the Projects on Requisition/Purchase Order?  If so, what solution did you apply to get round what I understand is standard functionality?
