Unable to see responsibility in LOV to assign security rule

Hello,

 Please direct this post to the appropriate community if this community is not the right one. 

 I have defined a security rule (navigate General Ledger, Setup > Financials > Key > Security > Assign) for the legal entity.  I’ve assigned this rule to various custom responsibilities in most of the EBS applications, except one.  I’m not able to see my iProcurement-zzz responsibility in the list-of-values to assign.  In essence, I only see the seeded “iprocurement” responsibility in the LOV, not my iProcurement-zzz responsibility.  Does anyone know what is the problem and how to fix it?  Thank you.
