chm in oracle restart on windows

I have installed 11203 Oracle restart environment on windows but not finding CHM services enabled or running. I can see the all executables like oclumon.exe in GRID_HOME/bin.
Does CHM not get installed by default on windows in restart environment even on 11203. If so, can some quickly put down the steps or point me to a specific note to enable it.
