R083810 not creating end date in EE DBA instructions

I have run the R083810 report for new rates related to our health and dental rates and the R083810 shows the end date on all Employees, however, when I look in certain EE's DBA instructions the end date is not there, but the new start date and new rate is there.  Because there is no end date but there is a start date I am getting the Red lines of doom(:-)) on my EE DBA instruction screen.

Has anyone else encountered this?
