FDA How to update Key in file like P4008 does

We have noticed that P4008 allows the Expiration Date of a Tax Authority to be changed.  Expiration Date is a key field in the F4008.  How is this possible without Adding a new record and Deleting a new one?  We don't see any coding in the P4008 that would allow for this.
