List of Pricing Promotions

We currently are working on creating a simplified web based Ordering system over Oracle EBS. So the end-user should be able to choose an Oracle customer a/c and add Oracle items and book order.  In looking at item prices, I was able to create a view using some QP tables to get a simple pricing view, but it wont be easy trying to accommodate all modifiers and qualifier data to get me a comprehensive list of of promotions. 

Is there a view or API which gives me a list of all valid promotions for a particular item kind of what the LOV button on unit selling price field does in Sales Order --> Line Items screen.
