Single Sign-On account login issue

Problem Description
---------------------------------------------------
We have upgraded database from 10.2.0.5 to 11.2.0.3 and implemented OATM migration.
we have changed the SID name from DFIN to DEV1.
11g database configure with existing 11i EBS application with SSO+OID, But we are facing the below issue while login into the EBS using the SSO account.

When we login as ssousername/password we are getting error message.

Your Oracle E-Business Suite account has not been linked with the Single Sign-On account that you just entered. Please enter your Oracle E-Business Suite information. The next time you sign on with your Single Sign-On account, it will automatically sign you on to the Oracle E-Business Suite using the following account information.
