In R12 How to avoid Zero Non-Recoverable Tax lines from Payables coming into Mass Additions

Appreciate if somone can point to a way where we can avoid Zero Non-Recoverable Tax lines from Payables coming into Mass Additions thorugh "Mass Additions Create". I say a note about a profile option "FA: Include Nonrecoverable Tax in Mass Addition" to  "Yes" in which case the Non-Recoverable Tax lines will be merged with the Item line and come into Mass Additions as a single line. I've tried this option but it doesn't work. Non-Recoverable tax lines with zero value still find their way into mass additions with a MERGED status along with the Item lines.
