Need to be confirmed whether ECX Adpatch: 9922442 is required for 11.2.0.3 Upgrade from 10.2.0.5

Hi All,
Need to be confirmed whether ECX Adpatch: 9922442 is required for 11.2.0.3 Upgrade from 10.2.0.5  

We have upgraded  UAT EBS Daatabase from 10.2.0.5 to 11.2.0.3. We have also applied all interoperability patches (Adpatch and OPatch) in this database. The following note-id have different opinion about Patch: 9922442 . Please confirm which one is correct and do we need to apply Patch: 9922442 (and it's pre-req OPatch: 9644960) or not ?

Apply post-upgrade ECX patch
If you are on E-Business Suite Release 12.0, apply ECX Patch 9922442. If you are on E-Business Suite Release 12.1, apply Patch 9151516.
