Commitment in F41021

Hi

We have issue where commitment is getting removed from F41021.Commitment is controlled thru Manufacturing Constants which is soft/hard when print. For some reason in some of the cases commitment is getting disappeared from F41021 but F3111 still shows commitment. Commitment is getting released thru R3190 at status 75 but it is released at status 60.We are using 8.0 and moving to 9.1.

My question is there any but in R3190? F41021 commitment gets released but in demand/supply it shows work order is still committed to the item. What to know how commitment is getting released from F41021.
