Hier Mods - Workbook-only Dimensions (Add Workbook Dimension)

 I'm looking for more information on implementing the new Workbook-only Hier Mods.  In the Config Tool, Workbook Property Tab:  Workbook Hierarchies.
I am working in RPAS 13.3.1 config and successfully added a Dynamic Hierarchy "Make Dimension Dynamic."  This Dynamic dimension references the Name & Label Measures which establish the dynamic values for the Dynamic Dimension.

But then I try to apply the same method to create a Workbook-only Dimension "Add Workbook Dimension," When that workbook is built, after the wizard selections are Finished I get this error:
HierarchyRegisteredException:   Unable to create dim array for workbook only dimension before root is processed.
The workbook fails to build.
