Purchasing Option Security Hierarchy is required

Hi,

Purchasing Option Security Hierarchy is mandatory so that we can not change 'Internal Requisition Order Type' . In addition we won't use security hierarchy.

Our instance version is 12.1.3

How can we fix this problem?
