Any advice for cross Oracle DBs operation

Hello Experts,
After Database upgrade to 11.2.0.3.5, the OWI inactive transaction branch is always in AWR TOP 5 event, and then customer create an SR 3-7097654781 by setting a hidden parameter ‘_clusterwide_global_transactions’ to resovle the high EVENT.
There are many db links in the customer DB env.
Customer want to have some advice to improve the operation in cross DBs.
