VAT rates not calculating for newly setup countries in R12

We have done the regime to tax rate flow setup for VAT rates in R12 still the rates are not getting calculated for invoices in R12. This is only happening for the newly setup stations in R12. For the migrated countries, the VAT rates are calculating properly on validation. Any idea where I can find a document to check how to setup VAT rates in R12.
