Exclusion of Particular Reports run at Responsibility Level

Hi All,The requirement of the Business is particular Responsibility/User should not have the access/inclusion of the Reports run  For Example :Payables Inquiry Responsibility of Payables should not have the access of Running  reports of (1) Mass Additions Create and (2) Create Accounting report.

Could any one suggest me how can I achieve this specific requirements of the Business.
