ap invoice did not calculate withholding tax when one item has holding tax and other did not have

Dear all,

ap invoice sceen calculate withholding tax when there is only on item line transactions,

if two item lines are there one with withholding tax and other with without holding tax, then system did not create holding tax.

what can be the causes of this issue.
