New Email acct in email center - error Unable to connect to an SMTP server

We are migrating to new exchange server in different network and setting up new email account with new SMTP details...For some reason, trying to compose message from new email account is giving error "Unable to connect to an SMTP server. The SMTP servers may be down. Please contact your site administrator". No issues sending/receving emails to/from the account outside of email center..within email center is the issue and we tried with and without domain name..no luck yet and need some expert opinion where is it failing and how to debug the failure...appreciate your inputs...FYI email center download processor and email
