configure a Communication Type Message on ESS selection page

Someone help me!!!!!!!

We are trying to configure two message for two location for same plan type like "Medical". Someone know, how can we configure it?

For Example: we have two location, one Hawaii and other is rest of US. and Hawaii associate can see message " Dependents age 19 through 25 are eligible for coverage provided they are not eligible under their own employer. You cannot enroll in the Dental plan unless you enroll in the Medical plan and Dental plan coverage level have to match with Medical plan coverage level".

And all other locations associate can see message " Dependents age 19 through 25 are eligible for coverage provided they are not eligible under their own employer."
