Commitment vs Falied at Resource level

We have requsitions lines that are showing up in the commitment total on ASI but we are getting the following errors when we try to put up the PO.

Line #1 Shipment #1 Distribution #1 GMS: Funds Check failed at the Resource level Line #2 Shipment #1 Distribution #1 GMS: Funds Check failed in full mode Line #3 Shipment #1 Distribution #1 GMS: Funds Check failed in full mode

The available amount on the resource line is still in the black even with these commitments posted.
