Non- Catlog Request - zero dollar Requisition

Is there a fix or way to allow the end-user to create a Zero dollar Amount based Non catalog request with the dollara mount to remain at $0.00

Currently, with Line Type = "Goods or services billed by amount", if I put Amount as $0.00 and try to save it , I get following message:

Amount - Value must be greater than zero.

Is there any way we can create zero dollar repair Requisitions using Non catalog Requests
