MRP Impact and Material Allocation

Dear all,
Can any  one explain the functionality of check material Shortage tab in work order. Is there a feature where in material gets reserved for a work order at the time of creation or  release. Any impact if MRP is installed. Please provide me with a metalink ID or an example scenario for the better understanding of this functionality .
