Reconcile system transaction with the bank statment line with excess receipt

 Hi,
Why system allow to reconcile bank statement line with the excess amount of system transaction?
Suppose i have receipt in my system Rs 100
Bank statement line Rs 60
I reconciled this receipt of Rs 100 with the bank statement line Rs 60 .Why system allow to reconcile with the excess amount?
