Email notification to lead owner on assignment

 Hi,

I am trying to create a workflow that would send email out to the new owner of the lead whenever a lead is assigned using lead assignment manager. I have written the following expression but for some reason its not triggering :

PRE('<LeadOwner>')<>[<LeadOwner>] AND FieldValue('<plBusiness_Unit_ITAG>') = "XYZ"

(Business Unit is a picklist)

Can someone help me on this.
