Helpful tip from a Oracle Service Request (SR) I recently worked on.

Fibre Channel (FC) connectivity/performance issues, can be caused by one or more components in the FC path.

Components outside the server, especially when NON-Oracle Fibre Channel (FC) Switch and/or Storage are involved, need to be ckecked.
