Pay when Paid functionality in 12.1.3

I am looking for more information on the Pay when Paid functionality in 12.1.3. I have read the Purchasing user guide that describes this functionality, however I am unclear if this can be implemented without Oracle Projects.
We have GL, AP and Purchasing, but we do not have Oracle Projects. Is it possible to implement Pay when Paid functionality using core Purchasing and AP in 12.1.3 without using Projects? Any information would be appreciated very much.
