OA Framework Personalizations for a segment value

 Hello Team,

I have a requirement to allow change for only one segment value while generating the charge account. Let's say, charge account has three segments Company,Department and Location. I want only department segment editable. Company and location will be defaulted and will be available in read only mode.

Please let me know if this was possible using OA framework personalization ?
