org controlled uom - concerns

Hi Gurus - I fielded a business request for organization level control of primary unit of measure attribute.   I am concerned about reporting issues across orgs and also potential for problems with internal orders.   Are these concerns valid?  With proper uom conversions defined will internal orders be okay in this example?   Are there other issues we should consider?   Please advise!
