Is column-based encryption via TDE supported in Peoplesoft PeopleTools 8.51 / Oracle RDBMS 11.2.0.1?

We are reviewing TDE (Transparent Data Encryption) for use with PT 8.51 / Oracle 11.2.0.1 / Linux 64 bit. There is a document "Oracle Advanced Security TDE Tablespace Encryption Implementation Guide for Oracle Peoplesoft Enterprise (Feb 2010)" which seems rather dated and contains instructions to migrate all of the Peoplesoft tables to encrypted tablespaces.

We would like to confirm 

Can TDE column-based encryption be used with PeopleTools instead of tablespace encryption?

In addition, we would like to know the following:
1. If we use file system / cold backups of our Production databases to refresh our Dev/QA databases (CREATE CONTROLFILE), how can this be accomplished after implementing column-based encryption in the Production database?
